JOB SUMMARY:

Responsible for activities relating to assistance with planning and directing patient evacuation operations, acting as a liaison with medical transportation activities, operating the Patient Evacuation Command Center (PECC), and otherwise coordinating patient movements. Reviews individual patient’s transportation requirements; prepares and maintains plans for patient evacuation from transport vehicles in case of emergency. 

ESSENTIAL JOB FUNCTIONS:

  • Contributes to the success of the UTMB Managed Care organization.
  • Provides direction to personnel and monitors daily operations of the PECC. 
  • Monitors status of events; performs necessary coordination, adjustments to schedules, intervention, and assignments
  • Performs in-service, basic, and specialized department-wide training. 
  • Provides recommendations regarding training design and content, and performance evaluation criteria and methods; as well as develops training plan and schedules for PECC staff.
  • Receives, interprets, classifies, prioritizes, and responds to calls of a routine and emergency nature, including those involving life-threatening situations.
  • Assigns calls to patient transportation crews for necessary action, determining how many and which units are required for response.  May coordinate with the Patient Transportation Manager regarding deployment of personnel.
  • Visually monitors video display terminals and aurally monitors PECC radio frequencies to insure correct status of patient transport crews, and dispatched calls, making “on-line changes” as appropriate.
  • Provides inmate patient medical information to the receiving medical facilities as requested.
  • Maintains various logs and records of activities, such as radio transmissions, telephone calls received, call-outs, tow requests, equipment failure log, time-off requests, and overtime usage.
  • Follows defined alternative procedures in the event of computer or other equipment malfunctions.
  • Performs various tasks to ensure proper operation of equipment such as setting and resetting computer systems, and video display terminals.
  • Assist in facilitating activities with TDCJ hospital in Galveston relative to inmate patient movement and staging facility bed utilization.
  • Assist in facilitating activities with UTMB-CMC Utilization Review Department relative to infirmary bed assignments, and patient movement requirements.
  • Assist in facilitating activities with community hospitals throughout the state relative to occurrences of inmate patient care at such facilities.
  • Assist in the preparation of work schedules, and job assignments.
  • Assist with training, evaluating, and initiating disciplinary action for all employees supervised. Assist in coordination of health services programs relative to the activities of the patient evacuation system. 
  • Adheres to internal controls and reporting structure. 

MARGINAL OR PERIODIC JOB FUNCTIONS:

  • Performs other duties as requested by the PECC Manager.

REQUIRED EDUCATION / EXPERIENCE:

Bachelors degree in Health Care Administration, Business Administration, Nursing or other related field, and  EMT certification or nursing licensure required.

EQUIPMENT:

Standard office equipment.  Uses computer-aided dispatch, vehicle, and inmate patient tracking system to include multi-line telephone systems, Texas Department of Criminal Justice (TDCJ) telecommunications system, multi-channel radio console with headsets and telephone handsets, video display terminals, and computer keyboards.  Resource materials include hardware and software documentation, patient movement coordinator training manual, call-out schedules, maps, inmate classifications, level of transportation decision criteria, policies, regulations, operating procedures and administrative directives

WORKING ENVIRONMENT/LOCATION OF POSITION:

Standard hospital, clinical, laboratory and/or office environments.  Requires extensive travel to meet with customers and entering prison facilities.  May be exposed to such occupational hazards such as communicable diseases, harmful chemicals, and/or disoriented or combative patients. 

OTHER:

Specific job requirements or physical location of some positions allocated to this classification, may render this position security sensitive, and thereby subject to the provisions of Section 51.215, Texas Education Code.
